In the bowl of an electric mixer fitted with the dough hook, combine the flour, yeast, sugar, and salt. Add the butter and mix on low speed until crumbly, about 1 minute.

Add the milk and water and mix on low speed for 4 minutes. Raise the speed to medium and mix until the dough is very smooth, 2-3 minutes more.

Transfer the dough to a large oiled bowl, cover with plastic wrap, and let rise for 1 1/2 to 2 hours until puffed.

Divide the dough into two pieces for large khachapuri or four for individual portions. Pat each piece into an oval, then roll on a lightly floured surface to a 1/3-inch thick oblong oval.

Transfer the dough to a parchment-lined baking sheet, gently stretching to elongate the oval. Crumble the goat cheese and sprinkle the mozzarella over the centre, leaving a 1-inch border.

Fold the excess dough up and over the filling to create a wall, pinching the ends to seal. Cover with oiled plastic wrap and let rise for 30 minutes to 1 hour.

Preheat the oven to 375°F. Brush the exposed dough edges with egg wash.

For small khachapuri, crack one egg into the centre of each. For large khachapuri, bake for 15-20 minutes first, then remove and crack three eggs evenly over each centre, returning to the oven.

Bake until the crust is golden brown, the cheese is melted, and the egg whites are set but yolks remain runny, 30-35 minutes for small or 25-30 minutes after adding eggs for large.
