Make sauce base: Heat 2 tbsp olive oil in an oven-safe skillet over medium heat. Sauté onion until soft (5 mins). Add garlic, cook 1 minute.

Add tomatoes: Stir in canned tomatoes, paprika, bay leaf, and vinegar. Simmer 5 mins. Season with salt and pepper.

Prepare fish: Pat cod dry. Season with salt and pepper. Make small wells in the tomato sauce and nestle fish fillets in.

Add toppings: Scatter olives and capers around the fish. Drizzle remaining olive oil over everything.
