If using bamboo or wooden skewers, cover with water and let soak for at least 30 minutes.

Combine lime zest, lime juice, sugar, oil, chili powder, and salt in a medium bowl; whisk until the sugar is dissolved.

Rinse shrimp well in cold water. Toss the shrimp in the marinade, cover, and refrigerate for one hour.

Preheat the grill to medium-high heat.

Drain the soaking skewers. Thread the papaya and shrimp onto the skewers, using one shrimp and two papaya pieces per skewer for appetizers, or more for larger portions. Reserve any leftover marinade for brushing.
