Heat oil in a non-stick frying pan over medium-high heat. Fry the potato pieces until golden brown, then drain and set aside. Reserve the frying oil.

9 g / 1 1/2 tsp , divided
3 g / 1 1/2 tsp , divided
4 g / 1 tsp
1 g / 1/2 tsp freshly grated
30 g / 4 tbsp (bawang goreng) or
45 g / 3 , finely chopped
15 g / 1 stalk , finely chopped
3 g / 1 tbsp , chopped
5 g / 1 , finely chopped
100 g / 2 , lightly beaten

Heat oil in a non-stick frying pan over medium-high heat. Fry the potato pieces until golden brown, then drain and set aside. Reserve the frying oil.

Heat 1 tablespoon of the reserved oil in a separate pan. Brown the ground beef with 1/2 teaspoon each of salt and white pepper, stirring until fully cooked. Set aside.

Transfer the fried potatoes to a large bowl and mash until smooth.

Add the cooked beef, remaining salt and pepper, palm sugar, nutmeg, Chinese celery, cilantro, garlic, fried shallots and fresh scallions. Mix thoroughly to form a homogeneous mixture, then shape into a ball. Refrigerate for 30 minutes.

Divide the mixture into 16 portions and shape into meatballs or thick patties. Arrange on a parchment-lined baking sheet and refrigerate for 1 hour.

Heat the reserved oil to 170°C (340°F). Dip each patty in beaten egg to coat, then fry until golden brown. Drain on a wire rack, then transfer to paper towels to remove excess oil.
